I don't think the craft of the graffiti artist is ever as clever as in their representation of eyes. The artist is using a spray can of paint which must occasionally be unpredictable as well as providing a slight separation between the artist and his 'canvas'. The manipulation of a jet of paint can't be as easy and personal as a brush stroke or pencil mark.
Without seeing the rest of the image, the eyes create the mood.
This image is open to interpretation but when I first saw it, and still, I feel as though this person is trying to escape. The proximity to the bars is quite powerful.
